Flying Drones in Oman (updated August 2025)

Flying Drones in Oman: what you need to know
Updated on 14/08/2025 to include the latest information on Oman’s new Serb Tourist Plan, which finally allows tourists to apply for drone permits.
Planning to fly a drone in Oman?
Oman’s mountains, deserts, and coastline are a dream for aerial photography. Until recently, strict drone laws meant tourists could not fly at all. But there’s good news: For the first time, visitors can now apply for a drone licence before travelling, thanks to the Serb Tourist Plan.
The new Serb Tourist Plan for travellers
The new Serb platform, run by Oman’s Civil Aviation Authority, has launched a tourist-friendly permit system that lets you:
- Apply for your licence online before arriving in Oman
- Fly legally in over 127 approved “green zones” across the country
- Avoid your drone being held at customs
Full details and the application form are here: Serb Tourist Plan – Official Page
You’ll need to submit your details, pay the relevant fee, and follow all local drone flying rules once in Oman.
Is it legal to fly a drone in Oman now?
Yes! With a Serb Tourist Plan permit. Without one, flying remains illegal and could result in your drone being confiscated, fines, or legal action. Oman is very protective of its airspace, so only fly in approved zones and respect no-fly areas such as military sites, airports, and certain government buildings.
Bringing your drone into Oman
If you have an approved Serb Tourist Plan licence, you can bring your drone into the country without problems. Without a permit, customs may hold it until you leave.
Why this matters for travellers
This change means photographers and drone enthusiasts can now legally capture Oman’s dramatic landscapes from the golden dunes of Wahiba Sands to the rugged peaks of Jebel Shams, without breaking the law.
